Secure Automobile Inspection Lanes (SAIL)

The Secure Automobile Inspection Lanes Pilot (SAIL) for screening ferries running between Cape May, N.J., and Lewes, Del., was successfully concluded in late November 2004.  The pilot program, which used a van outfitted with Z Backscatter technology to screen for explosives in vehicles using the ferry, was a joint project involving TSA, the U.S. Coast Guard, and the Delaware River and Bay Authority.  The Z Backscatter did not require TSA to go inside a ferry passenger’s car.  The van pulled alongside the vehicle and screened it for conventional and plastic explosives as well as radioactive threats.  Canine teams were also used to resolve suspicious findings.  The entire process averaged only 33.7 seconds per car.

The pilot drew an overwhelmingly positive response, with 100 percent of the Customer Feedback cards showing support for and satisfaction with both the screening process and the professional and courteous demeanor of SAIL personnel.  A few passengers even indicated that they believe the screening should be mandatory.  TSA is currently working with the Coast Guard and ferry operators to determine what additional use of the technology may be appropriate.
