The Homeland Security Act of 2002 and Homeland Security Presidential Directive 5 (HSPD-5), ”Management of Domestic Incidents,” fundamentally changed how the U.S. prepares for and responds to domestic incidents. As a result of HSPD-5, the National Incident Management System (NIMS) and the National Response Plan (NRP) were formed and establish a comprehensive approach to incident management and institute new national policy and procedures for response.
Released on March 1, 2004, the NIMS provides a nationwide standard for Federal, State, local, and tribal governments to work together to prepare for and respond to various types of incidents. NIMS includes a core set of concepts, principles, terminology, and technologies covering the Incident Command System (ICS); multiagency coordination systems; unified command; training, identification and management of resources; qualifications and certification; and the collection, tracking, and reporting of incident information and incident recourses.
NIMS is based on the National Interagency Incident Management System (NIIMS) which was adopted by the Coast Guard in 2001.
The NRP is an all-hazard, all-discipline plan and is a specific application of NIMS for events that are designated as “Incidents of National Significance.” These include credible threats or acts of terrorism, major disasters, and emergencies. The NRP is the core operations plan for national incident management. It details the federal coordinating structures and processes that will be used during an “Incident of National Significance.”
COMMANDANT INSTRUCTION 16000.27, Jun 30 2005, ALIGNMENT WITH THE NATIONAL INCIDENT MANAGEMENT SYSTEM AND NATIONAL RESPONSE PLAN laid the groundwork for the current Coast Guard implementation strategy of the NIMS and NRP.
