Minor Repair and Emergency Services:
Purchases for maintenance and repair services are limited to $100 without prior approval. If repairs on a vehicle exceed $100, the vendor must contact the GSA Maintenance control Center at 1 (866) 400-0411 for authorization.
If a vehicle requires after-hours emergency repairs when the MCC is closed, Citibank/Voyager can authorize the use of a card for purchases up to $500. Emergency repairs are vehicle breakdowns, accidents, tire blow out, towing, etc.
Fuel Purchases:
Purchase regular unleaded self-service gasoline from service stations offering the lowest price except when:
The vehicle requires diesel fuel
The vehicle requires an alternative fuel. For the location of the most convenient alternative fuel refueling site, refer to the Alternative Fuel Directory or the servicing GSA Fleet Management Center.
The use of premium grade fuel is approved by the servicing Fleet Management Center.
The operator has a physical limitation preventing him or her from pumping fuel. Severe weather conditions exist.
The fuel vendor accepts purchase cards at full-service pumps, or the service station only has full-service pumps.
The U.S. Government Fleet Services Card is accepted at over 150,000 fueling sites in all 50 states. There is a listing of merchants that accept the card on the U.S. Government Fleet Services Driver's Guide (issued to each cardholder and on the Voyager Fleet website.
Voyager Fleet Services Card Instructions to Drivers:
Voyager Fleet Services Cards under the GSA SmartPay Contract are assigned to a vehicle. This card is to be used ONLY for the vehicle to which it is assigned. The license plate number is printed on the front of the card.
An access code is required for fuel purchases. PIN instructions are located on the Drivers Guide. The driver will be prompted to enter a "PIN" number or "Driver ID" on the station's key pad for electronic point-of-sale purchases. The vehicle's odometer reading at the time of purchase will also be needed. If the station cannot process the sale electronically, write the access code and the odometer reading on the ticket.
Authorized non-fuel purchases
The vehicle operator can purchase oil, fluids, and necessary maintenance and repairs up to $100 with the Fleet Services Card EXCEPT for tire replacement, batteries, or glass replacement (windshield repairs are permitted). Do not purchase food or beverages with the Voyager card. The agency will be billed-back for unauthorized purchases.
All maintenance and repair purchases totaling over $100 require prior approval from the GSA Maintenance Control Center (MCC) at 1 (866) 400-0411. The MCC technician will review the repair history on the vehicle and authorize the work to be done. The normal business hours of the MCC are 6:00 a.m. to 7:00 p.m. Central Standard Time.
Emergency repairs after normal business hours
In the event of an emergency that renders the vehicle unsafe to operate, the driver must call Voyager at 1 (800) 621-3588 to receive authorization for repairs up to $500. The driver must call the MCC during the next regular business day to report the work that was done at 1 (866) 400-0411.

Major fuel merchants that accept the Voyager card are listed on the back of this guide. In addition, there are over 2,300 independent locations that accept Voyager. In the event the merchant does not accept Voyager, call the number on the back of the card 1 (800) 621-3588 to request authorization for fuel and maintenance purchases less than $100.
Reporting lost, stolen or damaged cards. If the Voyager card is lost, stolen or damaged, call the servicing GSA Fleet Management Center as soon as possible. The card will be canceled and a new one mailed.

Station Attendant Instructions:
1. To authorize a sale on the Voyager card, follow the instructions sent by the point of sale network provider.
2. If a copy of retailer instructions has not been received, attempt to complete the sale through the electronic point-of-sale equipment. *

Pay at the Pump Instructions:
1. Note the odometer reading (needed to complete the purchase)
2. Insert card into island card reader
3. Enter driver access code and odometer reading into key pad at the prompts
4. Fuel the vehicle
5. Verify receipt information
