State of Colorado: Governor Bill Ritter

Government Efficiency and Management Review

GEM REVIEW IDENTIFIES $205M IN SAVINGS & EFFICIENCIES

In early 2007, Gov. Ritter launched the Government Efficiency and Management (GEM) Performance Review, a top-to-bottom look at how state government can improve and deliver services more efficiently and cost-effectively to the people of Colorado.  After more than a year of work, the GEM Review identified more than 90 recommendations and $205 million in five-year cost-savings, customer-service efficiencies and other benefits.

The GEM Review is just one way Gov. Ritter is changing the way state government serves the people of Colorado. Dozens of other customer-service improvements and money-saving ideas are already underway.

Moreover, improving the way we operate state government will be an ongoing priority. Departments are now building efficiency initiatives into their upcoming budget requests, and Gov. Ritter's budget office is working on a plan to build on GEM. We're going to provide incentives to state agencies to save money and find efficiencies. State agencies would be allowed to keep part of any savings they identify. With approval from me and the Legislature, the agencies would be able to re-invest savings if they can show their ideas will result in additional savings or improve how we serve the public.
