Luncheon

The 1999 Minerals Management Service (MMS) Industry Awards
Program and Luncheon are scheduled for Friday, April 14, 2000, at the Hotel Sofitel in
Houston, Texas. This is the second year that MMS will honor the Outer Continental Shelf
(OCS) oil and gas industry for exemplary safety records and diligence in royalty payments.
It is being expanded to include the Secretary of the Interiors Minerals Revenue
Stewardship Award. A variety of awards recognize the many facets of offshore oil and gas
leasing, operations, and royalty management. The awards are:

Corporate Leadership Award (CORLA)
Recognize Corporation employees for performing an act
or service that enhances MMS's ability to meet Offshore or Royalty Management mission
objectives. An MMS CORLA recipient must be judged by MMS to have performed an exemplary
act or service that helps MMS meet its mission objectives.

Corporate Citizen Award (CORCIT)
Recognize OCS lessees that are outstanding in the areas
of offshore operating performance and fiscal responsibility. An MMS CORCIT recipient must
be judged by MMS to be among the safest and most committed to timely and accurate
financial reporting. Contributions to overall industry performance are considered.

Secretary of The Interior’s Mineral Revenues
Stewardship Award
Recognize companies
committed to timely and accurately filing mineral lease revenue and
production reports with MMS's Royalty Management Program.

Safety Award for Excellence (SAFE-Offshore Energy and Minerals Management)
The SAFE Program recognizes exemplary performance by
oil and gas lessees, operators, and contractors. It also highlights to the public that
companies conduct offshore oil and gas activities safely and in a pollution-free manner,
even though such activities are complex and carry a significant element of risk. The SAFE
Award Categories are as follows:

|
The Contractor Category of the SAFE Award is being expanded
this year to recognize both drilling and production contractors. The MMS District
and Regional personnel will submit nominations for these categories. Eligibility for
nominations will be based on the following criteria:

Actions of the contractor that demonstrate commitment to
exemplary safety and environmental management performance. Simply having no accidents is
insufficient.

Results of MMS inspections (number of inspections and
Incidents of Non-Compliance involving the contractor).
|
|
Record of
incidents (number and severity of accidents, fires, spills >1 bbl,
blowouts, and injuries) OCS-wide.
|
|
MMS Headquarters and regional information about a
contractors noteworthy achievements. |
