The United States Government, represented by the African Development Foundation is seeking applications from qualified United States Citizens interested in providing the services described in the attached solicitation under a Personal Services Contract (PSC). Subject: Solicitation Number ADF-08-HQ-R-011 for a personal service contractor

POSITION TITLE: Human Resources Professional
MARKET VALUE: $48,108.00 to $54,525.0000 (Final compensation will be negotiated within the listed market value based upon the candidate's past salary, work history and education background.
Period of Performance: Base period of 12 months with 2 consecutive 12 month unilateral Government options


I - SCOPE OF WORK - HUMAN RESOURCES PROFESSIONAL


I. Introduction:


This position is located in the Office of Management and Administration of the African Development Foundation. The incumbent is responsible assisting in the development of human resources policy, preparing and developing human capital initiatives in conjunction with the Office of Personnel Management's assigned Human Capital Officer, and developing/preparing and processing in the areas of position classification and position management, personnel staffing and recruitment, employee development, employee relations, labor management, performance management, organization development, analysis and execution, personnel security, health and safety, facility management, and personnel records and reporting.


A. Major Duties and Responsibilities


(1) Program Planning: Under the Director of Management and Administration and Chief Human Capital Officer, the incumbent assists in the planning, and coordinating an effective human resource management program for the Foundation in accordance with legal requirements and with general policies, standards, procedures and regulations of the Office of Personnel Management (OPM). Assist in the development of ADF policies, procedures and regulations on all aspects of the human resource functions.


(2) Provides Expert Human Resource Advice and Guidance: Participates with the leadership team in planning the human resource component of new or revised programs and policies. Provides expert advice and counsel on all aspects of ADF's human resource program.


(3) Provides or directs the provision of services: Recruits, rates and evaluates candidates for ADF positions. Implements and oversees the agency affirmative action program. Develops accurate and adequate position descriptions. Counsels employees and managers on benefits, grievances, adverse actions and employee and labor-management relations issues. Directs the Foundation's personnel security and suitability program.


(4) Assists Director of Management and Administration and Chief Human Capital Officer: Under the direction of the Director of Management and Administration and Chief Human Capital Officer, the incumbent prepares documents, project papers and studies as it relates to human capital planning.


B. Supervisory Controls


The Director of Management and Administration and Chief Human Capital Officer provides overall objectives as well as management perspectives and broad requirements for program development and strategic planning activities. In consultation, the incumbent and the Director of Management and Administration and Chief Human Capital Officer determine timeframes and scope of assignments. The phases of assignments, depth of research, approach, interpretation of civil service regulations, application of related new methods, problem resolution, etc., are handled independently by the incumbent. The incumbent keeps the supervisor apprised of potentially sensitive and controversial issues. The Director of Management and Administration and Chief Human Capital Officer reviews completed work for soundness of overall approach, effectiveness relative to expected results, and feasibility of recommendations. Human Resources operations are assumed to be technically correct based on the incumbent's subject-matter expertise and available HR support provided through agreements.



C. Complexity


The incumbent must analyze the Foundation's programmatic goals and objectives to determine their impact on the human resource management program. Often the incumbent will be brought in after a new direction or new goals and objectives have been decided upon and must then adjust or revise existing policy or create new policy to accommodate the programmatic change.


D. Scope and Effect

As the sole responsible official for the human resource management program of the Foundation the incumbent must plan, develop and carry out broad and extensive assignments affecting the Foundation's workforce.


E. Physical Demands:


The work is primarily sedentary. No special physical demands are required to perform the work of this position.


F. Work Environment


Work is usually performed in an office environment with adequate heat, light and ventilation.



II. MINIMUM QUALIFICATIONS


The applicant must:


a. Have a High School Diploma from an accredited institution.
b. Be fluent in the English language both oral and written
c. Have at least four (4) years of experience in Human Resources Management which demonstrates experience and skills in staffing, classification, employee/labor relations, training and employee development
d. Be at least 21 years of age


III. BENEFITS/ALLOWANCES:


As a matter of policy, and as appropriate a PSC is normally authorized the following benefits and allowances:

Annual and sick leave
And any other negotiated allowable under FAR subpart 31.206.


Federal Taxes: ADF Personal Service Contractors are not exempt from payment of Federal Income Taxes.

V. TERMS OF APPOINTMENT AND COMPENSATION:


The term of the contract will be for 1 year with 2- consecutive 12 month unilateral Government options to extend, depending upon continuing need of the services, availability of funds and satisfactory performance.


The actual salary of the successful candidate will be negotiated based on prior salary history of the candidate and within the market value indicated for this position.

A. KNOWLEDGE, SKILLS, ABILITIES REQUIRED


1) Extensive knowledge and experience of Federal laws, guidelines, policies and practices related to Federal Human Resources (HR) programs and processes including classification, staffing, pay, personnel records, personnel reporting, employee/labor relations and/or benefits gained through diverse experiences in HR operations.


2) Skill and expertise researching and analyzing narrative and statistical material relative to workforce planning, competencies, employment trends, restructuring and similar efforts.


3) Knowledge and skill to independently manage and organize projects, set priorities and complete assignments within established deadlines.


4) Ability and skill communicating orally and in writing to convey broad objectives and specific components of HR programs, objectives, advise managers,
Supervisors, coordinate efforts with personnel inside and outside of the agency, draft policies, prepare reports and/or conduct training.


5) Experience and expertise of personnel security, health and safety and facility management applications, processes, guidelines and/or requirements.
