October 2002: DARRP hired the accounting firm of Cotton and Company LLP
(Cotton) to review and certify DARRP costs incurred on cases for purposes of
cost recovery and to develop indirect rates for FY 2002 and subsequent years.
The FY 2002 indirect rates for each of the DARRP components were
published in the Federal Register on October 6, 2003
(68 Fed. Reg. 57672). Cotton's detailed reports on the FY 2002 indirect
rate development can be found below:

December 1998: the Damage Assessment, Remediation, and Restoration Program
(DARRP) hired the public accounting firm Rubino & McGeehin, Chartered
(R&M), to evaluate the cost accounting system and allocation practices,
recommend the appropriate indirect cost allocation methodology, and determine
the indirect cost rates for the three organizations that comprise the DARRP.
The goal of this effort was to develop the most appropriate indirect cost rate
allocation methodology and rates for each of the DARRP component organizations
for various fiscal periods. Indirect cost rates were published in the
Federal Register, December 7, 2000. Please also refer to corresponding
Errata Sheet for Federal Register Notice December 7, 2000. R&M's
report on the DARRP's indirect cost rates and its policy are as follows:
