OPUC Investigation
The OPUC has issued a  ORDER NO. 05-584 on UM1129, an evaluation of specific policies and procedures to determine whether Commission goals relating to the Public Utility Regulatory Policies Act (PURPA)1 could be more effectively implemented and achieved.
 
A basic purpose of PURPA is to provide a market for the electricity produced by small power producers and cogenerators. This Commission’s goal has been to encourage the economically efficient
development of these qualifying facilities (QFs), while protecting ratepayers by ensuring that utilities pay rates equal to that which they would have incurred in lieu of purchasing QF power.
