Nuclear Emergency Response Plan
Oregon´s Nuclear Emergency Response Plan
 
Oregon is prepared to respond to a nuclear emergency at major facilities nearby. These include:
  • U.S. Department of Energy (USDOE) facilities at the Hanford Site;
  • Energy Northwest´s commercial nuclear power plant at Hanford;
  • The shutdown Trojan nuclear power plant near Rainier, Oregon; and
  • Research reactors at Oregon State University in Corvallis and Reed College in Portland.
Despite the very low risk, the state of Oregon and affected Oregon counties are prepared.
The following pages explain how Oregon´s Nuclear Emergency Response Program would work to protect public health and safety.
Hanford Site
USDOE´s Hanford Site covers 560 square miles of desert is south central Washington state. Hanford is about 30 miles north of Oregon´s Umatilla and Morrow counties.
Columbia Generating Station
The Columbia Generating Station (CGS) (photo) is a commercial nuclear power plant within the boundaries of the Hanford Site.
Emergency Planning Zones
Emergency response planning involves two "zones"--the "Plume Zone" and the "Ingestion Zone."
Triggering the State/County Emergency Response
There are three levels of "radiological emergencies" which could occur during the Emergency Phase at Hanford or CGS: Alert, Site Area Emergency, and General Emergency.
Oregon´s Response to a Hanford or CGS Emergency
In sequence, this is how the state of Oregon would respond to an emergency (Alert or higher) at Hanford or CGS.
Staying Prepared
The risk of a Hanford or CGS incident affecting Oregon is low, but the consequences could be severe. State and local emergency responders have plans in place to protect Oregon´s economy, agricultural resources and public health and safety.
Trojan
The Trojan nuclear plant (cooling tower photo) is about 42 miles north of Portland in Columbia County, on the bank of the Columbia River. Portland General Electric (PGE) permanently closed Trojan in 1993.
