OR PUC's Role-Restructuring Utilities
The Oregon Public Utility Commission (OPUC) is charged with the task of establishing the terms and conditions for how utilities will move from a fully regulated market for electricity sales to a competitive one. It must put in place policies, rules, and procedures to:
  • Eliminate barriers to the development of a competitive retail market and assure the market is fair and competitive.
  • Determine the costs and benefits of past utility investments and the amount of recovery or credit of such investments.
  • Prevent unwarranted shifting of costs to residential consumers.
  • Protect consumers from fraud and other market abuses.
  • Certify that the new electricity suppliers meet minimum standards.
  • Ensure that utilities maintain the integrity of their transmission facilities, distribution systems, and other infrastructure so that service to all consumers is safe and reliable.
  • Require that consumers are provided useful, reliable, and necessary information on price, power source, and environmental impact.
  • Allow consumers to aggregate into groups for the purpose of buying electricity.
