The Energy Trust of Oregon
Senate Bill 1149 specified that public purpose funds would be collected for new cost-effective conservation, new market transformation, and the above-market costs of new renewable energy resources. A new, non-profit organization (The Energy Trust of Oregon), set up under the direction of the Oregon Public Utilities Commission (OPUC), will serve as the administrator of these public purposes funds. The board, appointed by OPUC, is developing the purpose, structure, and operational guidelines for the non-profit organization. Sub-committees include representatives from the utility industry, consumer groups, renewable energy organizations and the Department of Energy. These committees advise the board on promising services, technologies or practices that meet energy efficiency or renewable resource goals.
