The Arbitrator found that the Agency did not violate the parties' agreement or federal law when it developed and implemented two critical elements of the Agency's performance appraisal system. The Union's exceptions were denied. The Authority rejected the allegations that the award was contrary to law or that it failed to derive its essence from the agreement.
