If the emissions are above specified levels, Air Pollution Emission Notice (APEN) is required. $119.96 filing fee, $59.98/hr evaluation fee. Requires final approval and ongoing inspections. Annual fee based on emissions. |
All manufacturers should contact the Small Business Clean Air Technical Assistance Program to determine if they are subject to APEN requirements. |

All generators of hazardous waste are required to have an "identification number" from EPA. The EPA program is administered through the Colorado Department of Health. The division can provide generators with the regulations. |

Cities, counties and special districts may or may not exempt manufacturing equipment from local sales taxes. Refer to publication DRP1002 for a list of localities that exempt this equipment from local tax. Special districts that impose sales tax on manufacturing equipment cannot impose use tax on the equipment. The Regional Transportation District and the City & County of Denver do NOT exempt such purchases.

Sales to and purchases of tangible personal property by a person engaged in the business of manufacturing which enters into the processing of or becomes an ingredient or component part of the product or service, including the container, label, or the furnished shipping case thereof, shall be deemed to be wholesale sales and shall be exempt from sales and use tax. 39-26-102(20), C.R.S. |
