CHARITIES: All charitable organizations soliciting contributions in Colorado -- with a few specific exceptions listed in the Charitable Solicitations Act at 6-16-104(6)(a)-(c), C.R.S. -- must submit an initial registration statement with the Secretary of State and receive a registration number.
After the initial registration, annual registration statements must be renewed each year by the 15th day of the fifth month after the close of the organization's fiscal year
The registration system is an entirely electronic system; no paper forms will be accepted as valid filings. Filing requires a valid email address, recent financial statements, a list of the board of directors, the organization's federal employer identification number (EIN), and a reference copy of the organization's IRS determination letter or tax-exempt application, if applicable.
Electronic filing may be done directly on the Colorado Secretary of State's Licensing Division web site, or though the multi-state www.form990.org electronic filing project.

Charities are required to submit a $10.00 payment with their electronic registration.
SOLICITORS: In addition, the Act provides requirements for disclosure and record-keeping requirements by paid solicitors on behalf of a charitable organization.
ADDITIONAL DISCLOSURE REQUIREMENTS ARE DETAILED IN 6-16-105 C.R.S.
Solicitors must disclose their full legal name and the fact that they are a paid solicitor before soliciting a contribution.
Must also file a "financial report" within 90 days of campaign year's end.
Paid solicitors (or the charitable organization) must file a "solicitation notice" with the Secretary of State before each campaign or each year of an ongoing campaign. The on-line registration system is an entirely electronic system, so no paper forms will be accepted.
Covers all solicitation whether made in writing or by oral request and includes sale of advertisements, coupons, magazines, memberships, products, subscriptions, tickets, flowers, candy or other tangible items.
Fees for paid solicitation and professional fund-raising consultant registration and Solicitation Notice Filing are revised periodically.
