GOV. RITTER NAMES STATE PAROLE BOARD MEMBERS

 

Gov. Bill Ritter today appointed and re-appointed four members to the State Parole Board, the seven-member panel that holds hearings and considers applications for parole and parole revocation.

 

Margaret M. Heckenbach of Highlands Ranch was appointed to a term expiring July 1, 2010, filling a vacancy left by the resignation of Maximino A. Atencio of Pueblo. Heckenbach served as a Colorado Department of Corrections parole officer from 1994 to 1999. Since 1999, she has worked as a team leader, supervising community parole officers, in the DOC's Community Parole Division.

 

Deborah C. Allen of Aurora was reappointed to a three-year term expiring July 1, 2011. She was first appointed to the Board by former Gov. Bill Owens in 2002. Allen served four terms in the Colorado House of Representatives from January 1993 through December 2000. She owned and managed C.D.S.S. Inc., a computer software company, from 1982 to 1996.

 

Celeste M. C de Baca of Denver was reappointed to a full three-year term expiring July 1, 2011. She was appointed in 2007 to a fill a vacancy. C de Baca served as a Denver County Court judge from August 1990 until June 2000. She has taught criminal justice law at Metropolitan State College and has served as an administrative hearing officer for the Parole Board.

 

Leslee V. Waggener of Centennial was reappointed to a three-year term expiring July 1, 2011. Waggener was first appointed to the Board by former Gov. Owens in 2005. She has nearly 30 years of experience in criminal justice, corrections and parole, including a 20-year career with the Colorado Department of Corrections before joining the Parole Board.

 

The appointments require Senate confirmation.
