GOV. RITTER APPOINTS NEW JUDGES TO 2nd and 11th JUDICIAL DISTRICT COURTS
Gov. Bill Ritter today announced the appointments of Norman C. Cooling of Canon City to the Fremont County Court bench and Norman D. Haglund of Denver as a District Court judge in the 2nd Judicial District.
"Both appointees offer a thorough knowledge of their constituents and state law," Ritter said. "I have no doubt that Norman Cooling and Norman Haglund will serve with the integrity and dedication that the office requires."
Cooling has served as a deputy district attorney in the 11th Judicial District since 1985. He is a faculty member at the National Advocacy Center and chairman of the Colorado District Attorneys' Council committee on Department of Corrections issues. He earned his bachelor's degree from Augustana College and his law degree from Tulsa University College of Law.
A partner in the firm Kelly, Haglund, Garnsey and Kahn since 1974, Haglund serves on the Board of Trustees of the Legal Aid Foundation. He was a captain in the U.S. Army Judge Advocate General¿s Corps from 1969-1973 and graduated from Harvard Law School in 1967.
The 2nd Judicial District includes the city and county of Denver, while the 11th Judicial District encompasses all of Fremont County.
The initial term of office for a judicial district judge is a provisional term of two years; thereafter, the incumbent will have a term of six years if approved by the voters.
