HUD Manufactured Home Construction and Safety Standards regulate the construction of certain factory built housing units, called manufactured homes, formerly known as mobile homes. The HUD program also oversees the enforcement of the construction standards through third party inspection agencies and State governments.
The HUD standards cover Body and Frame Requirements, Thermal Protection, Plumbing, Electrical, HVAC, Fire Safety and other aspects of the home.

Factory built (modular) housing, commercial structures, and manufactured homes sold in this state must meet Colorado safety standards. The Colorado Division of Housing inspects these buildings to ensure the health and safety of Colorado residents who purchase these units.
There are 15 Colorado counties without building departments. Hotels, motels, and multifamily homes built in one of these counties are required to be inspected by the Division to ensure that they meet the building standards adopted by the State Housing Board.
Anyone installing manufactured homes must register with the Division of Housing. Registered installers may employ workers who are not registered. Registered installers must provide evidence of a minimum of six (6) months of installation experience or equivalent training and/or experience. Registered Installers must also pass a test administered by the Division of Housing or an assigned testing agency. Must file a surety bond or equivalent and carry $100,000.00 minimum liability insurance.

All product sales, including manufactured housing, are subject to sales tax. If the dealer enters into a single contract to install structure into real estate property, the dealer must pay the tax. In all other situations, the dealer must be licensed and collect the tax from the consumer. See FYI #42, Modular or Sectional Homes.

Must have Certificate of Title indicating make and model, dates of sale, ID number, trails of liens and encumbrances, and proof of property tax.
New Vehicles must have Statement of Origin (MSO) from manufacturer. Used mobile homes have title only; they do not have MSO’s

Motor Vehicle Manufacturer's License refers to pulled, towed or self-propelled vehicles which have an MSO and are licensed and titled. (e.g. campers, RV's, motor home)
If over 32 feet long or 8 feet wide it is considered a MOBILE HOUSE and this section does not apply. See Division of Housing information above.
If manufacturer sells product in Colorado (regardless of where the manufacturer is located) this license is required.
Application fee $300 License fee $300
If manufacturer/distributor is not licensed, county clerk will reject MSO's when processing title papers for purchaser of that manufacturer's vehicle
Must supply Manufacturer's Statements of Origin to dealers/retail outlets.
