BACKGROUND: The Foreign Agricultural Service (FAS) periodically publishes notices informing all participants in the Cooperator Program (FMD) and the Market Access Program (MAP) of economic and trade sanctions against targeted foreign countries based on U.S. foreign policy and national security goals. The appearance of a country on this restricted list requires that no activities, funded under the FMD or MAP, may be conducted in that country. This notice will supersede the previous list issued December 17, 1997 (FMD-187 / MAP-011).

  :POLICY: Following is an updated listing of the restricted countries:
Cuba
Iran
Iraq
Libya
North Korea
Sudan


Cooperator/participant activities, funded under the FMD or MAP, must cease for those countries appearing on the restricted list. Expenditure data should not appear on any FAS financial reports for these restricted countries. Additionally, expenditures on cooperator/participant-funded activities in restricted countries may not be counted as contributions to the FMD or the MAP. Similarly, National Checkoff monies cannot be used to fund travel or other FMD or MAP activities in these countries.
