  • December 20, 2006:
    The USDOL is issuing a Notice of Proposed Rulemaking to implement several important policy changes to the Workforce Investment Act and Wagner-Peyser Act Regulations. The changes set forth in this proposed rulemaking address some long-standing issues that have arisen under the current WIA regulations, such as problems with the large size of the State and Local Workforce Investment Boards; the sequence of core, intensive and training services, the Governor’s authority over eligible training providers, and the availability of Individual Training Accounts to youth and much more.

  • December 12, 2006:
    WISPR COMMENTS on the WISPR system are due to OMB by December 21, 2006.

  • December 05, 2006:
    TAA 2.0 is now available. This software should be used to validate the TAPR records submitted for Fiscal Year 2006. The software has been updated to account for the following:
    • The Record Layout has been revised to reflect TAPR changes for FY06.
    • The software's edit checks have been updated to conform to the TAPR edits listed in ETA's edit checks.
    • Performance Outcome Groups and the Performance Report have been revised to implement common measures.

  • November 28, 2006:
    WRIS Webinar This session will serve as a forum to allow State Workforce Agency Administrators and their Unemployment Insurance and Performance Accountability staff to ask any questions they may have about the new WRIS Data Sharing Agreement sent to them on November 7, 2006. It will also serve to provide the Employment and Training Administration (ETA) with some insight as to where states are in the process of signing the Agreement to reengage in participation in the WRIS.

  • November 15, 2006:
    DRVS 6.3 incorporates the basic functionality for conducting WIA data element validation. These include the new PY06 Average Earnings measure for adults, dislocated workers, and NEGs, and implements the new performance outcome groups for Entered Employment, Retention, and Earnings for adults, dislocated workers, and NEGs corresponding to the change in the earnings measure and more.

  • November 6, 2006:
    WISPR --A notice for public comment has been published today, for 45 days, announcing the Employment and Training Administration’s revised performance reporting system, the Workforce Investment Streamlined Performance Reporting (WISPR) System. In July, 2004, ETA published a proposal to streamline performance reporting for 12 programs, the ETA Management Information and Longitudinal Evaluation (EMILE) reporting system. Based on comments received, ETA made revisions to that proposal, and the revised system, WISPR, includes state formula-funded programs and National Emergency Grants only.     TEN 16-06 To notify the States of the one year suspension of the Dislocated Worker earnings measure as a determining factor for the PY2005 incentives awards and sanctions.

    DRVS 6.1.5.4 is a maintenance release that completes functionalities that were not fully implemented in DRVS 6.1 In 6.1, Report Validation (RV) functionality has been added for the ETA 9091 (WIA Annual Report), which includes the ability to data enter or import reported values, to produce the report validation summary reports that contain error rates, to add comments to these reports, and to esubmit the RV results to ETA.

  • September 11, 2006:
    The Office of Foreign Labor Certification (OFLC) announced today its Backlog Elimination Centers (BECs) surpassed a major milestone last week with the completion of over 50% of the permanent program backlog. This significant accomplishment was achieved three weeks ahead of their September 30th goal. The BECs started operations with a total case population of over 362,000. This success was a team effort. The Federal and contract staff at the BECs did a tremendous job along with support from PROTECH and OFAM. The BECs next goal is to eliminate the remaining backlog by September 30, 2007. Please join me in congratulating the Administrator and staff in OFLC for this major accomplishment.

    State Incentive Award Plan Summaries for PY04 are available. States have developed innovative programming which is consistent with the requirements of any one or more of the programs within title I of WIA, AEFLA, or the Perkins Act. The summaries include the amount of award and a summary of each State’s plan.

    TEN 9-06: ETA reminds the workforce investment system of the deadlines for the PY2005 WIA Performance Reporting and the data validation results timeline for the following programs: Workforce Investment Act (WIA) Title 1B, The Wagner-Peyser Act, activities authorized under Chapter 41 of Title 38, United States Code (Local Veterans Employment Representative and Disabled Veteran Outreach Service Programs), Trade Adjustment, Assistance (TAA) and National Farmworkers Jobs Program (NFJP).

    The Department of Labor is pleased to provide a draft copy of the FY 2006–2011 Strategic Plan The plan is available for public comment as part of the strategic planning process under the Government Performance and Results Act (GPRA). This document integrates the Department's diverse missions and different program objectives into a presentation of performance objectives under four overarching strategic goals. Goal 1 — A Prepared Workforce, Goal 2 — A Competitive Workforce, Goal 3 — Safe and Secure Workplaces, Goal 4 Strengthened Economic Protections.

    Federal Register Notice: OMB Seeks Comments on New ETA Reports for the Reemployment and Eligibility Assessment (REA) Program The Employment and Training Administration (ETA) has submitted a new information collection to the Office of Management and Budget (OMB). The ETA 9060 report provides a count of the claimants who were referred to the Reemployment and Eligibility Assessment (REA) program and a count of those who completed the services. The ETA 9061 report provides the subsequent collection of outcome data which is a useful management tool for monitoring the success of the REA program in the state.

  • February 17, 2006:
    TEGL 17-05 is now available for download for the February 2006 quarterly reports with many key improvements.

  • January 27, 2006:
    Data Report and Validation Software (DRVS) Version 5.1 is now available for download for the February 2006 quarterly reports with many key improvements.

  • January 20, 2006:
    TEN 16-05, ETA Announces Three Program Reporting and Performance Management Conferences; WIA, W-P, VETS, NEG and TAA Staff Encouraged to Attend Sessions in Dallas, Philadelphia and San Francisco during February and March.   • December 26, 2007:
    Massachusetts re-joined the Wage Record Interchange System (WRIS) on December 21, 2007! Forty-two states are now members of WRIS and can access more wage data on the participants they serve. WRIS member states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • December 6, 2007:
    WRIS Data Sharing Agreement Amendment Proposals: The 30-day comment period on the proposed dispositions of the “second-round” amendments to the WRIS Data Sharing Agreement was initiated on December 6, 2007.  The proposed dispositions reflect comments received from the parties to the Data Sharing Agreement during the initial 60-day comment period.  Any comments on the proposed dispositions are due by the close of business on January 7, 2008.

  • November 30, 2007:
    Department Seeks Public Comments on Extension of the "Compliance Information Report" Act of 1995 [44 U.S.C. 3506(c)(2)(A)]. November 30 FEDERAL REGISTER.
    This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements

    ETA charts outcomes for those Veterans that participate in the various ETA Programs as well as provides a breakout of the distribution of veteran categories in the workforce as reported by the Bureau of Labor Statistics.

  • November 8, 2007:
    The State of Delaware has re-joined the Wage Record Interchange System (WRIS). Each of the states in US DOL Region 2 is now a WRIS member. Delaware’s designated agency is the (Department of Labor).  Ms. Lori Reeder, Director of the Division of Employment and Training, is the PACIA contact.  The SUIA contact is Mr. W. Thomas MacPherson, Director of the Division of Unemployment Insurance. Delaware’s participation in the WRIS increases the total WRIS membership to forty-one (41) states and the District of Columbia.  By participating in WRIS, states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

    November 6, 2007: The State of Pennsylvania has re-joined the Wage Record Interchange System (WRIS). The designated member agency for the WRIS Data Sharing Agreement is the Pennsylvania Department of Labor and Industry. WRIS Contacts named in the Agreement are: Ms. Sandi Vito, Deputy Secretary for Workforce Development (PACIA); and Mr. Patrick Beaty, Deputy Secretary of Unemployment Compensation Programs (SUIA).  Pennsylvania’s adoption of the WRIS Data Sharing Agreement increases the total WRIS membership to forty (40) states and The District of Columbia. By participating in WRIS, states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • November 1, 2007:
    The PY06 State Annual Reports are now available for access.

  • October 26, 2007:
    The State of Georgia has re-joined the Wage Record Interchange System (WRIS).
    The designated member agency is the Georgia Department of Labor. Georgia’s adoption of the WRIS Data Sharing Agreement increases the total WRIS membership to thirty-nine (39) states. By participating in WRIS, states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • October 23, 2007:
    The Wage Record Interchange System (WRIS) Data Sharing Agreement has been amended in accordance with the procedures set forth in the Agreement at Section IX.  All 39 parties to the WRIS Agreement (37 states, the District of Columbia, and ETA) concurred in the six ‘first-round' amendments.  The effective date of the amended Agreement is October 23, 2007.     TEGL 9-07 Incentive and Sanction Policy for Workforce Investment Act Title IB Programs which provides states guidance on the Employment and Training Administration's (ETA) revised policy related to incentives and sanctions for performance accountability purposes.

    To announce the implementation of a new Office of Management and Budget (OMB) approved quarterly financial reporting form, U.S. DOL ETA FINANCIAL REPORT (ETA-9130). This form will be required for use by all ETA grantees starting with the quarter ending September 30, 2007.

    TEGL 22-04, Change 1 The purpose of this guidance is to clarify Department of Labor policy regarding existing flexibility under the Workforce Investment Act (WIA) to serve military spouses as dislocated workers under the WIA Dislocated Worker formula grant.

  • September 17, 2007:
    The State of New Mexico has rejoined the Wage Record Interchange System (WRIS). New Mexico’s adoption of the WRIS Data Sharing Agreement increases the total WRIS membership to thirty-eight (38) states. By participating in WRIS, states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • September 05, 2007:
    The Data Reporting and Validation Software DRVS 7.0 is now available.  This version should be used for validating WIA title IB and Wagner-Peyser PY 2006 reports.  States must use this software on a computer that is different from the one used for previous years' data validation software.  For more information on the features and outstanding issues, please click here.

    Please note: states should not install DRVS 7.0 on the computer used for PY05 data element validation. Installing DRVS 7.0 could cause states to lose their PY05 validation results. ETA is currently testing an upgrade script that allows states to upgrade DRVS 6.3 to 7.0 without losing PY 2005 DEV results.

    States that have no other option than to install DRVS 7.0 on the same computer contact wiata@mathematica-mpr.com for assistance with the installation steps to assure there is no loss of the prior database.

    Three Proposed Amendments to the Wage Record Interchange System (WRIS) Data Sharing Agreement are available for comment:
    Three proposed amendments to the WRIS Agreement have been forwarded to signatory states for the initial 60-day comment period. The proposals address WRIS governance, data confidentiality reviews, and program access to Wage Data.   • June 29, 2007:
    The Employment and Training Administration (ETA) has issued an Interim Final Rule establishing new performance accountability measures for the Senior Community Service Employment Program (SCSEP). New measures are necessary due to the 2006 Amendments to Title V of the Older Americans Act.

  • June 21, 2007:
    TEGL 30-06 To provide all SCSEP grantees with the notice of proposed revised performance measures policy that will become effective at the beginning of Program Year (PY) 2007 (July 1, 2007), and to describe the process for reaching agreement on PY 2007 performance goals for the designated core measures.

    Performance and Reporting Summits.
    ETA is hosting a series of national performance and reporting conferences to provide the workforce system with the latest information on ETA policies, including the proposed streamlined reporting system, as well as innovative and promising practices from the field. The theme for this year's conferences will be "Integration Through Innovation." These education and training sessions will provide a venue for discussing policy questions and raising issues with federal staff, as well as states and local areas from across the country.     Louisiana and South Carolina have rejoined the Wage Record Interchange System, or WRIS . Two more states have signed the WRIS Data Sharing Agreement, increasing the total WRIS membership to 33.  By participating in WRIS, states get a more robust picture of the effectiveness of their workforce investment programs, and are able to report better outcomes against their performance measures.

    TEGL 20-01, Change 5 ETA announces the Application Process for the Workforce Investment Act (WIA) Section 503 Incentive Grants, Program Year 2005 Performance.

  • May 01, 2007:
    TEN 30-06 ETA announces three Performance summits on performance reporting and management. Attendees will have the ability to raise issues with federal staff and learn what other states and local areas are doing to support integration by targeting multiple programs.

  • April 30, 2007:
    The Department of Labor, in collaboration with the Department of Education, announces in the April 30 Federal Register that the Ten states listed in the May 14 Federal Register are eligible to apply for Workforce Investment Act (WIA) (Pub. L. 105-220, 29 U.S.C. 2801 et seq.) incentive awards under the WIA Regulations.

  • April 6, 2007:
    The Employment and Training Administration has announced states' allotments for PY 2007 (July 1, 2007-June 30, 2008) for WIA Title I Youth, Adults and Dislocated Worker Activities programs; additional PY 2007 funding from WIA Section 173(e) for eligible states; final allotments for Employment Service (ES) activities under the Wagner-Peyser Act for PY 2007; and Work Opportunity Tax Credit and Welfare-to-Work Tax Credit program allotments for FY 2007.

  • April 2, 2007:
    TEGL 19-06: To inform states of the guidelines for negotiating Workforce Investment Act (WIA) Title 1B performance and customer satisfaction goals and performance levels for the Wagner-Peyser Act Program for Program Year (PY) 2007 and PY 2008. These negotiated performance goals will be incorporated into the State Strategic Plans for the WIA and Wagner-Peyser Act as part of the modifications states will be making for Years Three and Four of the Strategic Five-Year State Planning cycle.   • March 15, 2007:
    Thirty states are now on board with the new WRIS Agreement! Utah, Nevada, North Carolina and Illinois recently joined 26 other states in signing the new Wage Record Interchange System Data Sharing Agreement. The other 26 states are Virginia, Washington DC, North Dakota, Washington, Maryland, Arizona,West Virginia, Mississippi, Kansas, Ohio, Missouri, Oregon, Montana, Wyoming, Nebraska, South Dakota, Indiana, Idaho, Florida, Kentucky, Texas, Alaska, Wisconsin, Minnesota, Oklahoma, and Arkansas have signed the new Wage Record Interchange System Data Sharing Agreement. The Employment and Training Administration is now a signatory to the Agreement, which allows for the confidential interstate exchange of wage records for performance accountability purposes.

  • March 21, 2007:
    March is Women's History Month.  Workforce programs have served more than 27 million women over the past four years through the Workforce Investment Act Adult, Youth and Dislocated Worker programs and in the Wagner-Peyser program.  In the four quarters ending September 30, 2006, all the above programs, as well as the other ETA workforce programs such as Unemployment Insurance, have provided services to over 10 million women

  • March 26, 2007:
    The Employment and Training Administration (ETA) has issued a Request for Information (RFI) regarding the technical infrastructure to receive and analyze Workforce Investment Streamlined Performance Reporting (WISPR) submissions.  The RFI is available on the Federal Business Opportunities Web site . Clingman, Deputy Division Chief. They will also serve as the designated WRIS contacts. Forty-seven (47) states and the District of Columbia are now members of the WRIS. Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • March 05, 2008:
    The Rhode Island Department of Labor and Training (RIDLT) has re-joined the Wage Record Interchange System (WRIS).  On behalf of the Department, the WRIS Data Sharing Agreement was signed by Mr. Raymond A. Filippone, Assistant Director of Income Support, and Mr. John J. O’Hare, Acting Assistant Director of the Workforce Development Services Division. They also serve as the designated WRIS contacts. Forty-six (46) states and the District of Columbia are now members of the WRIS. Through participation, states have a robust overview of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • March 05, 2008:
    TEN 34-07 - Release and Availability of Current Strategies to Employ and Retain Older Workers Report is now available.

  • February 14, 2008:
    The New York State Department of Labor has re-joined the Wage Record Interchange System (WRIS).  Mr. Mario J. Musolino, Executive Deputy Commissioner, is the Data Sharing Agreement signatory on behalf of the NYS Department of Labor.   • February 1, 2008:

  • January 23, 2008:
    The three ‘second-round’ amendments to the WRIS Data Sharing Agreement were issued for WRIS member ratification by John R. Beverly, III, Administrator for the USDOL/ETA Office of Performance and Technology.  In accordance with the amendment process defined in Section IX. of the Data Sharing Agreement, a final, 30-day comment period was held, closing on January 7, 2008.  During the final comment period, no objections – either in writing or during the December 18, 2007, conference call – were received. 

  • January 23, 2008:
    Annual Update of the HHS Poverty Guidelines: This notice provides an update of the HHS poverty guidelines to account for last calendar year's increase in prices as measured by the Consumer Price Index.

  • January 14, 2008:
    The State of Michigan has re-joined the Wage Record Interchange System (WRIS).  Mr. Keith W. Cooley, Director of the Department of Labor and Economic Growth, is the designated WRIS Contact.  Michigan’s participation in the WRIS increases the total WRIS membership to forty-four (44) states and the District of Columbia.  Each of the states in US DOL Region 5 is now a WRIS member.  By participating in WRIS, states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.

  • January 3, 2008:
    Colorado re-joined the Wage Record Interchange System (WRIS) on January 03, 2008! Forty-three states are now members of WRIS and can access more wage data on the participants they serve. WRIS member states have a more robust picture of the effectiveness of their workforce investment programs, and are able to report more comprehensive outcomes against their performance measures.
