Criminal Fines and Assessment Program
What is the Criminal Fines and Assessment (CFAA) Program?
The CFAA program reimburses the state for costs associated with statewide law enforcement and victim services. The program receives receipts each month from:
  • Municipal Courts (paid directly to the Department of Revenue)
  • Justice Courts (paid directly to the Department of Revenue)
  • Circuit Courts (paid directly to the Judicial Department)

Both the Department of Revenue and the Judicial Department place monies in the Criminal Fines and Assessments Account (CFAA) so the Department of Revenue can do a single quarterly distribution.
Who receives monies from the CFAA distribution?
Several agencies (see list) receive monies based on statutory distribution percentages. For fiscal year 2004-05, the total distributed to all agencies was more than $56.6 million.
Please note that this program works with the administrative personnel from participating courts and is not involved with the actual billing or collection of court related debts. If you have received a notice or billing from the Oregon Department of Revenue concerning an outstanding court debt, see the Other Agency Accounts webpage for information.
