Overview
The International Visitors Program (IVP) provides government officials from other countries with an opportunity to meet in the United States with IRS subject matter experts to hear clear and concise overviews of the U.S. Internal Revenue Services' programs and policies.
The ideal Program has a connection to the visiting country’s organizational strategies, goals and plans. IRS offers consultation on the design of the program. At the request of the visiting country, IRS will also build in action planning time – facilitated by the IRS -- to identify how the participants will apply what they learned in the Program.
The IVP is not a substitute for training. The briefings are high level overviews. Visits last a maximum of 3 days with no more than 3 topics per day - 9 topics maximum.
The IRS does not charge for these programs. All travel, lodging, meals and logistical arrangements, however, are the responsibility of the visiting country.

Lead Time -- Send your written application by fax, e-mail or mail to the IRS 90 days in advance of your intended visit to the United States. This lead time is necessary for the IRS to identify the needed subject matter experts and give them time to prepare their presentations. It also gives you time to make the necessary travel arrangements, apply for visas, etc.

Participants -- IRS limits participation to government officials and their interpreters. All visitors MUST go through IRS security operations. A list of the participants/delegates is necessary so that security arrangements may be made. The IRS does NOT accept applications from private sector consultants, non-government organizations, interns, fellows, or students working on degrees or research.
Requesting Official – On official of the requesting government must submit the application to the IRS via e-mail or fax.
Purpose of Visit -- Applications must clearly state the purpose and specific objectives of the visit.
Changes to Agenda/Dates -- Submit requests for changes to the agenda or schedule at least 10 days before the visit. Countries canceling their visit less than one week before the scheduled date must wait six months to reschedule another visit.
English Language Proficiency/Need for Interpreters -- If any of the participants are not proficient in the English language, the requesting country must provide an interpreter.
Intermediary Organizations
The IRS is happy to work with intermediary organizations funded by the U.S. Government such as World Learning, the Department of State, Meridian House International or the USDA Graduate School. These organizations are welcome to help the country prepare the IVP Application, even though the application itself must ultimately come from the requesting country.
The IRS does not work with intermediary organizations not funded by the U.S. Government.
