Theme and Deadline:

The 2009 Excellence.Gov Awards Program will recognize the innovative application of information technology to increase transparency between the Government and its stakeholders—Citizens, business, Government (inter and intra Government), and other organizations. 

 

Applications must be submitted through the Excellence.Gov webpage below no later than January 23, 2009.

 

About Excellence.Gov:

The Federal Government spends over $100 billion annually on the acquisition and management of information technology resources.  The ability of the government to serve the public and manage federal activities is dependent upon the successful management of IT assets.  The Excellence.Gov Awards Program was established by the American Council for Technology/Industry Advisory Council to recognize best practices in the federal government’s management and use of information technology.   The Excellence.Gov Awards Program recognizes those federal programs – and their managers – who have achieved exceptional results in the management of IT to support the government’s mission and serve citizens. 

 

Since its establishment in 2002 over 150 federal e-government programs have been recipients of an Excellence.gov Award.  Please look below for a list of winners from the previous years.

 

The 2009 program is intended to recognize the innovative application of information technology to make the interaction between Government and its stakeholders more transparent. 

 

Call for Nominations:

The rapid and innovative development of information technology products and services has reshaped the operations and structure of organizations – both public and private.  Many government agencies are employing these new technologies to increase productivity, enhance program performance and directly or indirectly improve the public’s interaction with the government.  These technologies enhance the operations of government and strengthen the foundations of democracy.

 

The 2009 Excellence.gov program intends to recognize programs that enhance the federal government’s transparency to the citizen.  Nominations may include programs that increase governmental transparency to the public; programs that improved the public’s ability to acquire government information; and/or programs that directly improved an agency’s ability to deliver transparent information to the public – or to a particular constituency such as military families, businesses, or other stakeholders.

Finalists and Winners:

Based upon the criteria below, up to twenty finalists will be selected from among the nominations.  Each finalist will receive:

 

  • SIX complimentary seats to the awards lunch to be held in Washington, DC in April/May 2009.

  • Recognition at the awards lunch and in appropriate publications on the ACT/IAC web site and related publications such as press releases.

  • Invitation to display their program at the 2009 Management of Change Conference to be held in Norfolk, VA on May 31 – June 2, 2009  and ONE complimentary registration to the conference.

 

From among the finalists, at least one program will be selected as Overall Winner.  In addition, if a program demonstrates excellence in one of the four judging categories (see below) it will be given a Best-In-Class award.  Each winner will be invited to be on a panel at the Management of Change Conference in Norfolk, VA. 

 

 

Judging Criteria:

The nominations will be judged by a panel consisting of senior executives from government and industry.  They will use the following criteria:

 

  • Successful nominations will demonstrate innovation, operational efficiencies and improved service delivery.

·         We are looking for projects that have a demonstrated record of success with appropriate supporting data.  Expected results based on business case assumptions are not acceptable.

 

·         Successful nominations will demonstrate one or more of the measurement criteria in each category.  It is not necessary to use all criteria in your nomination.

Composition is extremely important.  The judges will appreciate writing that clearly explains the project, its purpose, and the results. 

 

In order to be eligible for the 2009 awards, a program must be:

 

  • Financed and managed (or under the direct management control) of the Federal government; (Other government programs are eligible for the Intergovernmental Solutions Awards (ISA) – contact ACT/IAC for information).

  • Have been in operation a sufficient period of time to demonstrate the effectiveness of the program.

  • The nomination form must be signed by a Federal government official (GS-14 or above) from the program’s agency with direct knowledge of the program. 

 

Nominations must be submitted as Microsoft Word or Adobe PDF files through the Excellence.Gov Awards page below by 5pm EST on January 23, 2009. Completed nominations shall not exceed a total of six (6) pages; nominations exceeding the 6-page limit will not be evaluated.

 

Note:  IAC recognizes that business partners often participate in drafting these nominations.  This practice is perfectly acceptable.  This nomination form is to be written from the government perspective and needs to demonstrate how the government solved the problem utilizing internal and external resources.

  • March 13 – Finalists and winners notified

  • May 2009  – Excellence.gov Awards Luncheon

  • May 31 – June 2, 2009  -  2009 Management of Change Conference

 

There is no charge to submit a nomination.
