Electronic building permitting - an easier way to do business
Saves time, speeds up construction projects
House Bill 2405 creates the nation’s first statewide e-permitting program, providing customers access to a full range of building department services for any location or building site in the state through a one-stop e-permitting Web site. The Web site will allow customers to:
  • Apply, pay, and receive permits online 24/7
  • Submit plans electronically for review and tracking
  • Schedule, track, and receive inspection reports

Benefits
HB 2405 is one of 31 regulatory streamlining bills requested by the Governor to make it easier to do business in Oregon. Benefits include:
  • E-permitting will speed the construction process and enhance the state’s competitiveness.
  • Fewer trips to city and county building departments will help reduce traffic and its environmental impacts.
  • E-permitting enhances customer services that local cities and counties offer. With routine communications and customer transactions automated, staffs will be available to address more complex customer questions and issues.
  • Statewide standard permitting processes provide contractors with a more predictable building environment.
Pilot Project
The statewide program will build on the existing e-permitting project at www.BuildingPermits.Oregon.gov. Currently this site, hosted by the Department of Consumer and Business Services’ Building Codes Division, allows contractors to apply and pay for simple electrical, mechanical and plumbing permits from multiple cities and counties. Fifteen cities and counties throughout the state are selling permits through the site. In just two years of operation, contractors have purchased more than 10,000 permits through the site.
 
Next steps
  • DCBS will issue an RFP (request for proposals) to purchase a commercial off-the-shelf permitting program.
  • DCBS will continue to add jurisdictions to the existing e-permitting site, www.BuildingPermits.Oregon.gov.
Time frame
The project has a 10-year timeline.
 
Budget
The projected budget for the project is $4.5 million per year over a 10-year period. Funds will be collected through a 4 percent surcharge on all building permits sold in Oregon beginning Jan. 1, 2008.
