| The mission of the Missing Children Clearinghouse is to receive and distribute information on missing children to local law enforcement agencies, school districts, state and federal agencies, and the public. In 1989, the Oregon legislature mandated that OSP establish and maintain a missing children clearinghouse. | Annual Performance Measures The 1989, the 65th Oregon Legislative Assembly enacted legislation to establish the Missing Children Clearinghouse. This program is a service of the Oregon State Police Criminal Investigation Division housed at General Headquarters in Salem, Oregon. The program is designed to collect, store and disseminate information in an effort to locate Oregon's missing children. | |

| Computer Link: The Clearinghouse maintains a computerized link with national and state missing person reporting systems and clearinghouses. This is accomplished by utilizing the Oregon Law Enforcement Data System, the National Crime Information Center, and the National Center for Missing and Exploited Children. Technical & Logistical Assistance: The Clearinghouse receives leads regarding missing children and unidentified children who may be victims of kidnap or abduction. The clearinghouse distributes these leads to the investigating law enforcement agencies. Assistance in coordinating investigations between the agencies is provided. The clearinghouse also monitors suspects and suspicious activity reported by local, state, and federal agencies. Toll-Free Hotline: (1-800-282-7155) A 24-hour hotline is maintained by the Clearinghouse to receive any information on missing children. Pictures & Bulletins: The Clearinghouse receives and distributes pictures and bulletins of missing children to law enforcement agencies, state and federal agencies, and the public. The Clearinghouse utilizes the Oregon State Police website to post pictures of missing persons. Information is provided to the public by utilizing television, newspaper and other media services. Training Sessions: Training is provided for local law enforcement and other public agency personnel, including schools and child welfare agencies. Child Identification Kits: The Clearinghouse is pleased to provide child identification kits free of charge to the public. The blank kit includes an area for a picture, fingerprints, dental records, physical information, and a DNA sample. Parents fill out the kit and keep it in their home. During the first hours a child is missing, it is vital to have this information available so law enforcement is able to locate the child as soon as possible. Funding for the kits is provided each year from the proceeds of a golf tournament (Annual Oregon State Police Missing Children Benefit). Since 1999, the clearinghouse has been able to purchase over 70,000 ID kits that have been distributed throughout Oregon.
