The Fuel Related General Rate Adjustment (FRGRA) provides a Transportation Service Provider (TSP) the flexibility to obtain relief from sudden and unforeseen increases in diesel fuel prices. 

The FRGRA applies to all GSA negotiated/accepted rate offers as well as rate offers negotiated by a federal agency participating in the Standard Tender of Service. The computation is based on the national U.S. average diesel fuel price posted weekly by the Department of Energy's Energy Information Administration. The TSP is responsible for monitoring the diesel prices.
