VOI -TIS (Truth In Sentencing)
Violent Offender Incareration Truth-In Sentencing Grant (VOI-TIS)
 
The Violent Crime Control and Law Enforcement Act of 1994 authorizes grants to states in an effort to provide additional prison and jail capacity so that violent offenders can be removed from the community and the public can be assured that these offenders will serve substantial portions of their sentences.
Funds must be used for the following:
  • Build or expand correctional facilities to increase the bed capacity for the confinement of persons convicted of a Part 1 violent crime or adjudicated delinquents for an act which if committed by an adult, would be a Part 1 violent crime;
  • Build or expand temporary or permanent correctional facilities, including facilities on military bases, prison barges, and boot camps, for the confinement of convicted nonviolent offenders and criminal aliens, for the purpose of freeing suitable existing prison space for the confinement of persons convicted of Part 1 violent crime; and
  • Build or expand jails.
     
     A maximum of 15 percent of the state´s award can be passed through to counties for the purpose of constructing, developing, expanding, modifying, or improving jails.
