Employee Suggestion Awards Program
Program Overview

The Employee Suggestion Awards Program (ESAP) was originally established in 1955; suspended during the 1967-69 biennium; and re-established in 1980. The seven-member Employee Suggestion Awards Commission (pdf) is appointed by the Governor and charged with reviewing employee suggestions which are recommended for adoption by agencies to determine if the suggestion is eligible for an award under the Program.

Mission: "To encourage and reward state employees´ creativity and ideas for improved efficiency and effectiveness."

Eligible Employees: All Oregon state employees, except those classified as temporary, are eligible to submit ideas that will help state agencies provide better service, more efficient service, and/or increased productivity.

A Message From Oregon's Governor

Now more than ever, state government must work more efficiently. Each of us takes our role as "public servant" very seriously, looking for ways to do things better, quicker, and more safely on behalf of ourselves and other Oregon taxpayers. The Employee Suggestion Awards Program is a tool to encourage and reward employees who take the extra time to share their ideas.

Since this Program was re-energized in 1980, it has saved millions of dollars and countless hours of precious work time. I am confident that together we can continue to free up resources and provide ongoing improvements to our daily jobs. I look forward to hearing about your many ideas and the savings they produce.
