Blockage of Public Crossings
What is a crossing blockage?
A public railroad-highway grade crossing is considered to be blocked when a vehicle, pedestrian or bicyclist is at the crossing waiting to cross is unable to, and meets the following criteria:
 
1) The train is not continuously moving in the same direction; and
2) From the time the highway user arrives at the crossing and is unable to move over the track and ending when the highway user can again use the crossing is more than:
 a) 10 continuous minutes between the hours of 6 a.m. and 10 P.M.; or
 b) 15 continuous minutes between the hours of 10 p.m. and 6 A.M.
3) The blockage is not caused by:
  a) A wreck, derailment, act of nature, or other emergency condition not under the control of the railroad; or
  b) A blockage caused by a wreck, derailment, act of nature, or other emergency condition not under the control of the railroad; or
  c) An emergency or other operational procedures required by federal law.

It is the objective of the Oregon Department of Transportation Rail Division to work with local citizens and the railroads to reduce or eliminate the number and severity of blockages at public crossings throughout the State.
