Parental Consent
If you are under 18 years of age, you must have your biological or adoptive parent or court-appointed legal guardian sign all applications to obtain any type of driving privilege (such as the Driver License/ID Card Application). If your parents are divorced, either parent or a legal guardian may sign your application, regardless of who has custody.
 
Married?
If you are under 18 and married, you are not required to obtain a parent or legal guardian's signature. Instead, you must present documentation showing that you are married.
 
Emancipated?
If you are emancipated by means other than marriage, you must present a copy of the emancipation decree issued by the juvenile court. A parent or legal guardian's signature is not required.

Withdrawal of Parental Consent
The parent or legal guardian who signed the driver license application for an applicant under the age of 18 may withdraw their consent for the child to have a permit or license at any time until the child turns 18.  This is done by completing DMV Form 735-7206, Surrender or Withdrawal of Driving Privileges, License or Identification Card. DMV will cancel the child's permit or license until a parent or legal guardian again consents to the child having a permit or license or until the child reaches 18 years of age, becomes emancipated or is married. If a parent withdraws their consent, the child will need to fulfill all issuance requirements (including any necessary application and testing fees) to reapply for driving privileges.
