DHS Secretary Awards FLETC Employees

Brunswick, GA May 11, 2006

Officials at the Federal Law Enforcement Training Center (FLETC) are proud to announce that Secretary Michael Chertoff recognized several FLETC employees for their outstanding achievements at the 2006 Department of Homeland Security (DHS) Secretary’s Awards ceremony in Washington, D.C. today.

FLETC employees receiving awards include:

  • Larry A. Deal; supervisory facilities operation specialist, Office of Cheltenham Operations; received the received Meritorious Service Award (the Silver Medal), the second highest award granted by the Secretary.  Deal coordinated and contributed to the design and construction of seven new buildings, the world’s largest indoor environmentally safe firing range, a 2.2-mile vehicle operations range, renovation of 29 pre-existing buildings, and the infrastructure to support these facilities for under $50 million dollars.
  • Joseph W. Wright; Deputy Assistant Director, Office of Artesia Operations; and Charles C. Whitmire; Acting Chief, Border Patrol Academy; were presented with the Secretary’s Award for Excellence.  These men accomplished the successful and timely consolidation of the Customs and Border Protection (CBP) Border Patrol Academy at the Artesia Training center through collective leadership and cooperative efforts.
  • Sandy Peavy; Assistant Director, Chief Information Officer, FLETC; received the Secretary’s Team DHS Award.  Peavy was part of a team that facilitated the design and implementation of the Infrastructure Transformation Plan (ITP) - the backbone of integrating the legacy Information Technology (IT) systems into a cohesive and effective DHS IT system.
  • W. Steven Oldaker, information technology specialist, and Jo Ann Kaminski, program analyst, received the Secretary’s Award for Volunteer Service.  For approximately 15 years, Oldaker contributed significantly to the Brunswick-Golden Isles community and the Federal Law Enforcement Training Center through his volunteer activities.  Kaminski gave the “gift of life” to the young wife of a co-worker when she donated one of her kidneys potentially undergoing great personal risk to own life in a truly selfless act.  
  • Joseph Lynn Elmore, travel accounting technician, received the Secretary’s Award for Exemplary service.  Elmore established special procedures to ensure the accurate and timely processing of Hurricane Katrina and Rita volunteers’ travel documents, which allowed the 35 volunteers to focus on the relief efforts in the Gulf.
