The State Nutrition Action Plan (SNAP) is a national cross-program collaboration among USDA Food and Nutrition Service (FNS) programs.  FNS programs work in concert to deliver consistent nutrition education messages through all program channels to reach America’s children and low-income households and communities.

Oregon’s first SNAP was formulated in February 2003 by the Nutrition Council of Oregon comprising members from the:

• Department of Human Services Public Health Division
  
  
• Oregon Department of Education Child Nutrition Programs
  
  
• Multnomah County Health Department
  
  
• Oregon State University Department of Nutrition and Food Management
  
  
• Oregon State University Extension Service  and
  
  
• Oregon Health and Sciences University

The Oregon Food Stamp Program was not involved in the process until after the second National Nutrition Education Conference in 2005.
