Hispanic Association of Colleges and Universities


Purpose

The purpose of the Liaison Officer to the Hispanic Association of Colleges and Universities (HACU) is to further the diversity goals of the Coast Guard by increasing awareness among Hispanic Americans (with the targeted qualifications for accession into the Coast Guard) of the career and education opportunities in our service. The Liaison performs this outreach mission by leveraging our association with HACU in order to open doors for meetings with the Hispanic Serving Institutions and their respective students. By sharing the excellent Coast Guard career and education opportunities the hope is to increase the number of applications from qualified Hispanic candidates for Coast Guard civilian, active duty, and reserve jobs.

Background

The Coast Guard has a compelling need to have a workforce that reflects America's diversity. Presently, most of the workforce elements in the Coast Guard do not have the commensurate minority mix and Hispanic Americans have the lowest representation of any minority group in every component of the workforce.

Recognizing that a partnership with a Hispanic Institution could facilitate the recruitment and accession of Hispanic Americans, the Coast Guard decided that HACU would be the best partner to assist in this outreach mission. A Memorandum of Understanding between HACU and the Coast Guard was established and a plan was developed to place a liaison officer (0-6) at HACU's national HQ in 2002. This has allowed the Coast Guard to strengthen its relationship with HACU member schools, and build relationships with other Hispanic organizations.

The primary goal of the Coast Guard Liaison is to be the expert CG consultant to HACU and to promote Coast Guard missions, programs and careers to the Hispanic communities. The secondary goal is to facilitate the missions of CGRC, Diversity, Outreach and Civil Rights where they intersect with the Hispanic community.
