Notice of Commencement Form 7710-56

The Notice of Commencement Form 7710-56 (85 Kb PDF) calls for submitting the form to EPA at 1200 Pennsylvania Avenue, NW, Washington DC 20460.

If you are using US mail to submit your NOC, we will receive it if it is sent to the Pennsylvania Avenue, NW address, but if you are using a courier service (e.g., Federal Express, Airborne, DHL, etc.), please use the EPA East Building at 1201 Constitution Ave., Washington, DC 20004-3302.

If you send material by courier to that address, the door guards will want a contact number. The Confidential Business Information Center (CBIC) is in room 6428, and the contact phone numbers are 202-564-8930 and -8940.
Couriers will be met at the 1201 Constitution Ave. entrance by CBIC personnel. Courier deliveries of NOC submissions are accepted from 8 am to 4 pm.
