TRAINING: No special training requirements have been identified for any documents issued with this change notice.

REMARKS: IP 42700 (Plant Procedures) has been revised to reflect a performance-based inspection approach and to incorporate procedure usability criteria. DIE hours were reduced to reflect more limited reviews performed when the inspection is based on observed performance problems.

9900 Technical Guidance (Operations - Notices of Enforcement Discretion) is revised to reflect the latest policy regarding the implementation of enforcement discretion. In addition the location of this guidance is now placed in Part 9900 Technical Guidance, rather than in Part 9900 10 CFR Guidance. This relocation was made as a result of the Commission removing the Enforcement Policy from 10 CFR Part 2, Appendix C and placing it in NUREG-1600.
