Monitor and assess agencies’ effectiveness in implementing merit-based strategies that support their mission.

To help agencies assess their progress on human capital, OPM has developed a single "framework" to establish a common language for assessing, formulating, implementing and evaluating agency human capital initiatives. OPM, OMB, GAO and the President’s Management Council have endorsed the revised human capital standards for success. The framework is available online for agency use. In FY 2003 and beyond, this framework forms a common basis for internal and external review of human capital initiatives by the agency, OPM and oversight evaluators.

Strategies

  • Provide agencies with ongoing evaluations of their human capital programs.
  • Utilize the human capital framework and scorecard process to promote and track improvements in human capital management in Federal agencies.
  • Partner with OMB to track progress and provide feedback for agencies’ human capital management.
  • Monitor the effectiveness of agencies’ human capital management, including merit system compliance, on an ongoing basis.
  • Conduct targeted reviews to focus on issues and problems.
  • Assess and provide feedback on agencies’ internal Human Capital accountability.

Performance Indicators/Measures

In collaboration with OMB, OPM helps agencies develop Human Capital Plans to specifications as the foundation for improving human capital practices. These plans are unique to individual agencies and reflect how they incorporate human capital strategies in annual performance plans and budget justifications. The plans are the first indicators of success.

As agencies implement their plans, OPM will measure their progress in the following areas:

  • Employee skill gaps are closed;
  • HR flexibilities are appropriately used;
  • Organization structures are streamlined and improved;
  • Awards effectively align with performance; and
  • e-Government solutions are used to address human capital issues
  • OPM will help agencies develop accountability systems that get intended results, show results of oversight reviews, and limit recurrences of abuse.
