| "Those elements are not only where we want to be in the future, but what we have to do in this era of persistent conflict," U.S. Army Maj. Gen. David Halverston, director of U.S. Army Force Development said in a teleconference to discuss the release of the 2008 U.S. Army Modernization Strategy. Halverson said that modernization strategies have a tendency to end up looking like performance-measure catalogs because people place too much emphasis on weapons systems' capabilities.
