The National Industrial Security Program Policy Advisory Committee Charter

  1. Official Designation. The name of this advisory committee shall be the National Industrial Security Program Policy Advisory Committee (NISPPAC).

  2. Objectives and Scope. The NISPPAC will advise the President, the Secretary of Defense, the Director of the Information Security Oversight Office, and other executive branch officials on all matters concerning the policies of the National Industrial Security Program, including recommended changes to those policies as reflected in Executive Order 12829, its implementing directives, or the operating manual established under the Executive Order. The NISPPAC also shall serve a forum to discuss policy issues in dispute. The Director of the Information Security Oversight Office, will serve as Chairman, and appoint members of the NISPPAC. In addition, the Committee Chairman may establish subcommittees as necessary to accomplish functions of the full committee.

  3. Duration. The NISPPAC is established as a standing advisory committee with no fixed duration or termination date.

  4. To whom responsible. The NISPPAC shall report to the Director, Information Security Oversight Office.

  5. Committee Support. The Information Security Oversight Office shall provide the NISPPAC with administrative services, facilities, staff, and other support services necessary for the performance of its functions.

  6. Duties. The Committee shall advise the Director, Information Security Oversight Office, on all matters concerning the oversight of the National Industrial Security Program as prescribed by Executive Order 12829.

  7. Annual operating costs. The estimated annual operating costs of the NISPPAC are $25, 000. Staff support provided by the Information Security Oversight Office is estimated to be 1.0 staff years.

  8. Balance of viewpoints. Membership will consist of representatives of those Departments and agencies most affected by the National Industrial Security Program and non-Government representatives of contractors, licensees, and grantees involved with classified contracts, licenses, or grants, as determined by the Chairman. For purposes of federal ethics law, the non-federal members of the NISPPAC have been determined to be "representatives" rather than "special government employees."

  9. Frequency of meetings. The NISPPAC shall meet at the request of the Chairman, but at least twice during the calendar year.
