Diversity Web Site Policy

The purpose of the Department of the Interior (DOI) Diversity Web Site (the Site, www.doi.gov/diversity and subordinate pages) is to further the accomplishment of the DOI Strategic Plan for Improving Diversity (the Strategic Plan).

The term "diversity" is defined in the Strategic Plan. Within this broad definition, emphasis in the Site will be placed on program areas specifically required by OPM and EEOC, but generally including women, minorities, and persons with disabilities, as well as their employers. These are the primary users.

The Diversity Web Site Policy (the DWS Policy) will be established by the Diversity Web Committee (the DWC), chaired by the Director, Office for Equal Opportunity (OEO). The DWC will make the decisions regarding implementation of the DWS Policy, such as what will or will not be included in the Site, how it will be described, and whether it will be provided directly or by link to another government, private or commercial site. Final review of DWC decisions will be made by the Deputy Assistant Secretary for Workforce Diversity.

The Site will provide information in the following categories, selected for specific relevance to increasing workforce diversity and the interests of the primary users:

1. Federal guidance, including relevant legislation, Executive Orders, Code of Federal Regulations, United States Code, policy guidance from regulatory agencies, court decisions, etc.

2. DOI guidance and feedback, including policy, procedures, studies, accomplishment reports, trend analysis, etc.

3. OEO program descriptions, such as for diversity, counseling, complaints, civil rights, affirmative employment, disabilities, special emphasis programs, etc., with particular regard to issues of employment, accessibility, accommodation, development, promotion, training and awards in the DOI. Data covered by the Privacy Act, descriptions of specific EEO cases, or other individual actions will not be provided.

4. Contacts, including DOI Equal Opportunity Offices, similar offices in other agencies, EEO counselors and SEP coordinators, approved DOI employee organizations, significant committees and councils, tribal entities, cultural and social service groups, professional organizations, etc.

5. Resource lists for specific primary user groups, such as accessibility issues, American Indian issues, etc.

6. Recruitment sources of primary users, such as professional organizations, colleges and universities, resume banks, job search sites, etc.

7. Services provided by lists of primary user groups relevant to government procurement, such as minority owned banks, etc., but not including sites primarily designed to solicit business for an individual firm or sites regarding private enterprise business development.

8. News and announcements, including DOI proclamations, recent studies and reports from other agencies, newspaper stories, announcements of upcoming events, etc.

9. Education issues for primary user groups, such as institution lists, scholarships, study programs, etc.

10. Heritage of primary user groups, including history, art, literature, specialized libraries, etc.

No material will appear on the Site which the DWC deems contrary to workforce diversity or to the interests of the primary users. As a diversity site, however, there will be a variety of viewpoints, some of which may be at odds with views held by various Site users.

In the interests of full disclosure, links to outside sites will identify the organization or individual that sponsors or maintains the outside site, and warn the user when they leave the DOI Site. In keeping with the Federal Code of Ethical Conduct, this identification implies no endorsement. DOI has no control over outside sites, and thus assumes no responsibility for the accuracy, timeliness, or content of outside links or their subsequent links. Links to outside sites are provided as a service to get users started on their search for information and other resources. There is no implication that the links will give complete or definitive answers regarding specific matters.

To the degree practical, each page will follow the Site's standard graphic format, usually accomplished through templates. The design of individual pages will be managed for wide accessibility and quick loading. This generally precludes the use of exotic fonts, cutting edge software, large graphics, audio or video files, and/or lengthy material. One implication is that the number of links that can be provided on any topic is limited, so the DWC will need to make judgment calls regarding what to include. Complex numeric presentations, such as the data under Accountability, will generally be presented in a standard graphic format, but with tables attached. On written request, this data will be provided in tabular format to those users who, because of a disability, can not read the graphics.

A part of the standard graphic format is a "contact us" link that allows e-mail communication to a Diversity Web mail box. This box will be accessible to DWC members. OEO will try to provide a response to each incoming message within two working days. If a referral is needed for adequate response, the message within two working days will identify the individual responding and the time period anticipated for a response. No commitment is made to provide individualized studies.
