EQUAL OPPORTUNITY DIRECTIVE 2004-18

To:           Bureau Equal Opportunity Officers

From:       Sharon D. Eller

    Director, Office of Civil Rights

Subject:    Binding and assembling of Complaint Files and Reports of Investigation

It has come to my attention that Bureaus are using sharp, uncoated metal prongs and fasteners to bind complaint files and reports of investigation (ROI’s). These uncoated metal prongs and fasteners are very hazardous and have resulted in people getting cut while handling such materials. The metal fasteners have come apart, been broken off or bent, resulting in files coming apart.  Please take into consideration the thickness of the files, as there have been instances where files have been too thickly assembled, again resulting in broken fasteners and loss of documents.

Effective immediately, all Bureaus are to use expandable pressboard binders with either coated metal or plastic prongs and fasteners to bind complaint files and ROI’s. The expandable pressboard binders with either coated metal or plastic fasteners are available for purchase through Office Eagle at www.supereaglesupply.com and or the Javits-Wagner-O’Day (JWOD) program. The safety of employees is a paramount concern of mine, and I appreciate your cooperation.
