SUBJECT:     Management Directive 715

 

The Equal Employment Opportunity Commission (EEOC) has issued new guidance to help Federal Agencies strengthen their equal employment opportunity (EEO) programs for all federal employees as required by Section 717 of Title VII of the 1964 Civil Rights Act and Section 501 of the Rehabilitation Act of 1973.

 

MD 715 supersedes Management Directives 712, 713, and 714.  This new directive becomes effective at the start of the new fiscal year 2004 on October 1, 2003.  The entire text of MD 715 can be found on the EEOC web site at http://www.eeoc.gov.

 

EEOC issued MD 715 as part of their EEO reform initiative, to better address the organizational shifts and evolving trends in the federal workplace.  MD 715 has been called a “practical road map for federal agencies to ensure access and inclusion for all human talent at all levels of employment.”  In addition, EEOC added a component to MD 715 which established “Essential Elements” necessary for structuring model EEO programs at federal agencies.
