TEGL 24-07 The purpose of this Training and Employment Guidance Letter (TEGL) is to provide states with information on the Fiscal Year (FY) 2007 and FY 2008 rescissions for the WIA Adult, Dislocated Worker, and Youth programs. Funding appropriated to states may be significantly affected and require a reevaluation of current spending patterns. March 26, 2008

Performance and Reporting Summits TEN 30-06 To announce three national education and training sessions on performance reporting and management. These training sessions are intended to introduce and clarify the reporting changes contained in the Workforce Investment Streamlined Performance Reporting (WISPR) System, further enhance states’ ability to report against the common measures and provide a venue for discussing policy questions.

TEGL 25-06 Guidance on Program Year (PY) 2007 State Plan Requirements to inform grantees of policies regarding PY 2006 State Senior Community Service Employment Program (SCSEP) Coordination Plan modifications and PY 2007 requirements.



TEGL 19-06 To inform states of the guidelines for negotiating Workforce Investment Act (WIA) Title 1B performance and customer satisfaction goals and performance levels for the Wagner-Peyser Act Program for Program Year (PY) 2007 and PY 2008. These negotiated performance goals will be incorporated into the State Strategic Plans for the WIA and Wagner-Peyser Act as part of the modifications states will be making for Years Three and Four of the Strategic Five-Year State Planning cycle.  June 1, 2006:

Planning Guidance and Instructions for Submission of the Two-Year Strategic Plan for the Workforce Investment Act's Native American Program.  The Employment and Training Administration has issued Training and Employment Guidance Letter (TEGL) 32-05. The purpose of this TEGL is to provide planning guidelines and instructions to Native American grantees for the development of a strategic two-year Comprehensive Services Program (CSP) plan and Supplemental Youth Services Program (SYSP) plan. Native American entities must submit a two-year plan for meeting the employment training needs of Indians, Alaska Natives, and Native Hawaiians consistent with the purposes described in Section 166 of the Act.


 May 12, 2006:

TEGL 30-05 State Senior Community Service Employment Program (SCSEP) Planning Guidelines including Performance Goals.  To provide applicants with grant application instructions and procedures for Program Year (PY) 2006 beginning July 1, 2006


 February 17, 2006:

TEGL 17-05 The intent of this guidance is to replace existing guidance with a single, unified Department of Labor guidance document on the common measures and WIA Section 136 performance accountability system. This guidance sets forth one set of measures to be used for both common measures reporting purposes and WIA Section 136 performance accountability purposes (with certain exceptions). The methodology for applying these measures is set forth in Section 5 of this guidance.


 April 12, 2005:

Through separate notices in the April 12 FEDERAL REGISTER, the Employment and Training Administration (ETA) has officially published the Planning Guidance and Instructions for use by States in submitting two years of their Strategic Five-Year Plan for Title I of the Workforce Investment Act.
