Cert Description
3 Steps helps neighborhoods to organize into small geographical groups of about 10 families each, which then help each other to obtain emergency supplies and to select a staging area in advance of a disaster. Neighborhoods are then encouraged and helped to have large numbers of people obtain CERT training and other emergency training such as Red Cross training. 3 steps then helps to set up a grassroots communications system which connects the grassroots with the Red Cross and city emergency management.
