Under the leadership of Director Leonard Garcia, the Solid Waste Management Department is organized into six division levels, with each division headed by an Associate Director, Superintendent, and supervisory/managerial personnel.

The Central Services Division manages Payroll, Personnel, Budgeting, Billing, Accounts Payable, Accounts Receivable, Contract Compliance, Customer Service, Financial Analysis, Management Information Systems, Graffiti Removal Services, Safety and Training, and Public Education.

Clean City Division

The Clean City Division performs weed and litter collection as well as community support services for litter prevention and community beautification. This division also manages the Convenience Centers.

Commercial Collection Division

The Commercial Collection Division provides solid waste collection services for commercial establishments and multiple dwelling units.

Disposal Division

The Disposal Division operates the Cerro Colorado Landfill and the Intermediate Processing Facility.

Residential Collection Division

Vehicle Maintenance Division

The Vehicle Maintenance Division has the responsibility for inspecting and maintaining the department's fleet of vehicles and heavy equipment.
