Overview:
The organizational budget is the financial plan against which execution in the budget year is managed. This intermediate-level course teaches you the steps and strategies for executing a budget, including contingency plans, considerations for close-out, mid-year reviews and Antideficiency Act compliance. You learn how to avoid liability problems, adhere to OMB budget execution requirements, and understand the application of the Government Performance and Results Act (GPRA).

This course is also part of the Certificate of Accomplishment in Financial Management.

Who Should Attend?
Anyone who contributes to the budget execution process and needs to be aware of the principles, laws and procedures associated with proper budget execution. Level: Intermediate.
Prerequisites:
Introduction to Federal Budgeting (BUDG7001D) and Budget Formulation (BUDG7101D) or equivalent experience.
Objectives:
  • Identify key financial management legislation that shapes the budget execution process
  • Describe budget terms related to budget execution as contained in OMB Circular A-11
  • Develop annual performance plans, reports and measurement
  • Modify a financial plan using practical tools and techniques
  • Prepare allotment and sub-allotment advice
  • Analyze productivity and evaluate year-to-date performance
  • Track and control reimbursable work
  • Manage year-end close-out and reporting requirements for your agency
  • Avoid potential Antideficiency Act violations
  • Explain how the budget execution process is affected in terms of legal availability of funds with respect to purpose, time and amount

    Day one of four

    • Review basics of the federal budget process.
    • Review budget terminology and budget process.
    • Preparation and presentation of a budget briefing.
    • Review of Government Performance and Results Act
    • Performance measurement
    • Goals and Objectives

    Day two of four

    • Preparation of an apportionment request input to higher headquarters based on new guidance.
    • Consideration of program priorities
    • Develop unfunded requirements list
    • Modification of a financial plan
    • Preparation of an allotment advice
    • Response to an unanticipated event.
    • Avoidance of Anti-deficiency Act violations

    Day three of four

    • Program measurement: workload, efficiency, effectiveness, productivity improvement
    • Development of monthly reports, budget and FTE using Circular A-11 for reporting on budget execution and budgetary resources.
    • Organizational reporting and data display techniques
    • Modification of a financial plan based on emerging conditions
    • Preparation and presentation of a mid-year review

    • Managing reimbursable work
    • Revolving fund operations
    • Year end close out
    • Review of budget estimating techniques
    • Review cost concepts
    • Review procedures for computing FTEs
    • Review quiz; group discussion of current budget topics
