Secretary Ridge Announces $119 Million For California's First Responders

Today, Secretary of Homeland Security Tom Ridge announced the award of $119,256,000 to the state of California to enhance the capabilities of its state and local first responders. These funds can be used for equipment, training, planning and exercises for first responders. In addition, a portion of these funds are available to help offset the costs associated with enhanced security measures deployed under the heightened threat period during the conflict in Iraq. The state of California has 45 days to distribute eighty percent of these funds to their cities and counties.  

The Department of Homeland Security has made available $302,588,872 to California since March 1, 2003 and more than $4 billion nationwide in funding for grants for first responder groups and state and local governments to enhance response and preparedness capabilities.  

Recent DHS Office for Domestic Preparedness Grant Funds for California

  • March 7, 2003 - $45,023,000 was made available to the state of California from the FY '03 budget to assist first responders in the form of funding for equipment, training, planning and exercises.  This money was awarded on May 7, 2003.  The deadline for the state of California to distribute these funds to the cities and counties is Saturday, June 21, 2003.  

  • April 8, 2003 - $12,422,000 was made available from the FY '03 budget as part of the Urban Area Security Initiative to the Los Angeles area to enhance the ability of the region's first responders to secure its population and critical infrastructure.  The application for these funds was recently received and the award will be made soon.

  • May 14, 2003 - $10,349,000 was allocated from the FY '03 supplemental budget as part of the Urban Area Security Initiative to the San Francisco area to enhance the ability of the region's first responders to secure its population and critical infrastructure. The application for these funds was recently received and the award will be made soon.

  • May 14, 2003 - $18,874,838 was allocated from the FY '03 supplemental budget as part of the second round of the Urban Area Security Initiative to the Los Angeles area to enhance the ability of the region's first responders to secure its population and critical infrastructure.  

  • May 14, 2003 - $18,587,312 was allocated from the FY '03 supplemental budget as part of the second round of Urban Area Security Initiative to the San Francisco area to enhance the ability of the region's first responders to secure its population and critical infrastructure.  

  • May 14, 2003 - $11,359,682 was allocated from the FY '03 supplemental budget as part of the second round of Urban Area Security Initiative to the San Diego area to enhance the ability of the region's first responders to secure its population and critical infrastructure.    

  • May 14, 2003 - $6,912,795 was allocated from the FY '03 supplemental budget as part of the second round of Urban Area Security Initiative to the Sacramento area to enhance the ability of the region's first responders to secure its population and critical infrastructure.    

  • May 14, 2003 - $4,225,477 was allocated from the FY '03 supplemental budget in the form of a grant for the Los Angeles Metropolitan Transportation Authority for operational activities conducted under the heightened threat period during the conflict in Iraq, for area monitoring systems, integrated communications systems, installation of physical barricades and prevention planning, training and exercises.  

  • May 14, 2003 - $2,225,903 was allocated from the FY '03 supplemental budget in the form of a grant for the San Francisco Municipal Railway for operational activities conducted under the heightened threat period during the conflict in Iraq, for area monitoring systems, integrated communications systems, installation of physical barricades and prevention planning, training and exercises.  

  • May 14, 2003 - $901,383 was allocated from the FY '03 supplemental budget in the form of a grant for San Francisco Bay Area Rapid Transit District for operational activities conducted under the heightened threat period during the conflict in Iraq, for area monitoring systems, integrated communications systems, installation of physical barricades and prevention planning, training and exercises.  

Recent Port Security Grants for California

  • May 14, 2003 - $9,076,700 was allocated from the FY '03 supplemental budget in the form of a grant for the Port of Los Angeles/Long Beach.  These funds can be used for critical infrastructure security, training, exercises, equipment, planning, information sharing and for operational activities conducted under the heightened threat period.  
  • June 12, 2003 - $28,511,178 to the ports, cities and industries of California in the form of port security grants. These funds can be used for security planning and projects to improve dockside and perimeter security, new patrol boats in the harbor, surveillance equipment at roads and bridges, and the construction of new command and control facilities.  

FEMA award grants for California since March 1, 2003

  • $14,863,604 has been awarded to the state of California since March 1, 2003 in the form of grants for first responder groups:
  • $13,094,650 for Emergency Management Program Grants
  • $1,494,675 for Community Emergency Response Teams grants
  • $274,279 in grants for Fire Departments
