Secretary Tom Ridge Announces Emergency Response Senior Advisory Committee Members

Secretary Tom Ridge announced the appointment of the following individuals to serve on the Emergency Response Senior Advisory Committee to the Homeland Security Advisory Council.

Secretary Ridge established the Emergency Response Senior Advisory Committee to provide the Homeland Security Advisory Council expert advice from national leaders in the fields of law enforcement, fire, emergency medical, hospital, and public works management and operations.

Richard Andrews of California will serve as the Committee Chair.  Mr. Andrews is a former Director of the California Governor's Office of Emergency Services and is currently the Principal Consultant on Emergency Management for the National Center for Crisis and Continuity Coordination (NC4), a division of the Candle Corporation.  

James T. "Tim" Moore of Florida will serve as the Committee Vice-Chair.  Mr. Moore is the Commissioner of the Florida Department of Law Enforcement.  In addition to his law enforcement responsibilities, Mr. Moore will be Florida's Incident Commander in the event of a terrorist attack in that state.

George F. Brown of New York is the Chief of Detectives for the New York City Police Department.  Prior to his current position, Chief Brown served as the Chief of Counterterrorism for the New York City Police Department.

Michael S. Carona of California is the Sheriff of Orange County, California.  Sheriff Carona leads the fifth largest sheriff's department in the nation, and serves as Orange County's Emergency Manager.

Frank Cruthers of New York is the Fire Chief of the New York City Fire Department.  Chief Cruthers is a 34 year veteran of the department and rose from its ranks.  He is the son of the former Chief of the Department, Francis Cruthers, who held the position from 1978 to 1980.

P. Michael Freeman of California is the Fire Chief of the Los Angeles County Fire Department. Prior to his current position, Chief Freeman served as the Assistant Chief of Operations of the Dallas Fire Department in Texas.

William N. Gaughan of Pennsylvania is the Vice-President, Information Systems for Fisher Scientific and is the District Fire Chief for Peters Township, Pennsylvania.

Ellen Gordon of Iowa is that state’s Homeland Security Advisor and Emergency Management Administrator.  Ms. Gordon served as a member of the Gilmore Commission’s Advisory Panel to Assess Domestic Response Capabilities for Terrorism.

Phil E. Keith of Tennessee is the Chief of Police of the Knoxville Police Department.  During his tenure, the Knoxville Police Department became nationally accredited, was selected as a national demonstration site for community policing, and received national awards for crime prevention and highway safety.

Scott Lillibridge of Texas is the Director of the Center for Bio Security at the University of Texas.  Mr. Lillibridge was previously the Director of Bioterrorism Preparedness and Response Program at the Centers for Disease Control and Prevention.

Paul M. Maniscalco of New Jersey is an Adjunct Assistant Professor at the George Washington University School of Medicine and Health Sciences and Past President of the National Association of Emergency Medical Technicians.  

Judith M. Mueller of Virginia is the Director of Public Works for the City of Charlottesville, Virginia.  Ms. Mueller is also serving as the current Past President of the American Public Works Association.

Jane Perlov of North Carolina is the Chief of Police of Raleigh, North Carolina.  Chief Perlov previously served as the Secretary of Public Safety for the Commonwealth of Massachusetts.

Edward P. "Ed" Plaugher of Virginia is the Fire Chief for Arlington County.  Chief Plaugher is the Immediate Past President of the State Fire Chiefs of Virginia and a member of the International Association of Fire Chiefs.  

Jack Reall of Ohio is a Fire Lieutenant and President of the Columbus Firefighters Union in Ohio.  Mr. Reall has specialized expertise in urban search and rescue and structural collapse rescue.

Gary Scott of Wyoming is the Chief and Administrator of the Campbell County Fire Department in Campbell County, Wyoming.  Chief Scott was previously the Fire Chief of the Laramie County, Wyoming Volunteer Fire District #2.

John F. "Skip" Williams of Washington DC, is the Vice President for Health Affairs and Dean, School of Medicine and Health Sciences, and Bloedorn Professor of Administrative Medicine at the George Washington University Medical Center.
