Prisoner Re-Entry Initiative: ETA Seeks Solicitations from FBCOs in Eligible Counties to Provide Post-Release Services
The Prisoner Re-entry Initiative (PRI) seeks to strengthen urban communities characterized by large numbers of returning prisoners through an employment-centered program that incorporates mentoring, job training, and other comprehensive transitional services. This program represents a partnership between the Departments of Labor and Justice.
Earlier this spring, the Department of Justice awarded PRI grants to 19 State correctional agencies to provide pre-release services to prisoners returning to one targeted county within the State.
The Department's Employment and Training Administration is now soliciting applications from faith-based and community organizations in 19 counties to provide post-release services for individuals being released from prison..
This competition is limited to FBCOs operating within the target county(ies) identified in each DOJ grant:
- Jefferson County, AL
- Los Angeles County, CA
- Denver County, CO
- Fairfield County, CT
- New Castle County, DE
- Cook County, IL
- Allen County, IN
- Caddo and Bossier Parishes, LA
- Baltimore County, MD
- Genesee County, MI
- Greene County, MO
- Clark County, NV
- Mercer County, NJ
- Erie County, NY
- Tulsa County, OK
- Philadelphia County, PA
- Davidson County, TN
- Milwaukee, WI
ETA expects that each of the 19 awardees will serve at least 100 returning prisoners during the first year of this initiative. FBCOs applying for these grants will identify as part of their application the need in the community that they plan to serve; their plan for serving released prisoners; and their partnerships with the criminal justice system, local Workforce Investment Board, housing authority, and mental health and substance abuse treatment providers.
The agency expects to award a total of $5.7 million in initial grants through this announcement with awards of approximately $300,000.
November 4 is the closing date for applications.
