TO:  All Examining Personnel, OCC Department and Division Heads, and Chief
     Executive Officers of National Banks

PURPOSE

Attached is an Interagency Policy Statement announcing the agreement
reached by The Office of the Comptroller of the Currency, the Federal
Reserve Board, the Federal Deposit Insurance Corporation, and the Office
of Thrift Supervision to implement a common core report of examination
(ROE) by year-end 1993. The new ROE format provides for greater
consistency in the information contained in the agencies' reports.

This ROE represents a change for each of the agencies in the type and
format of information that is recorded. To accommodate these changes for
the OCC, the Office of the Chief National Bank Examiner and the
Supervisory Research Division have been working together to develop a
model for downloading certain required numerical and statistical data into
reports of examination.

All examiners will receive detailed instructions on the use of the model
and other information requirements of the ROE during the fourth quarter
1993. We expect to begin using the new ROE format for all examinations
that start after December 31, 1993.
