Subject: Federal Employees Health Benefits (FEHB) Program: Termination of Partners Health Plans, Enrollment Code 7Y

We have just been informed that Partners Health Plans, enrollment 7Y, will cease operations in the state of New York effective December 31, 1999. This plan will no longer participate in the FEHB Program.

Since the 2000 FEHB Guides had already gone to print when the plan made its decision to withdraw, the plan's name will appear in the Guides. Please do not allow employees to newly enroll in this plan.

The plan will send notices of its withdrawal to its enrollees. All enrollees in this plan must make an open enrollment change to another plan during open season, which ends December 13, 1999. Enrollees who fail to choose another plan during open season will have no benefits for 2000. Consequently, if you have employees in the area served by the plan, we ask that you notify them directly of the plan's withdrawal.

Thank you for your cooperation in this matter.
