EST Wednesday, February 2, 1994 UNEMPLOYMENT IN STATES: DECEMBER 1993 Unemployment rates were lower in December 1993 than in the prior month in 24 states and the District of Columbia, higher in 21 states, and unchanged in 5 states, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. The national unemployment rate was 6.4 percent in December, compared with 6.5 percent in November. State Unemployment (Seasonally Adjusted) The unemployment rate in Louisiana dropped 1.4 percentage points to 7.1 percent in December, reversing its November increase. Unemployment rates in Oklahoma and Pennsylvania decreased by about 1 percentage point over the month. In contrast, the Rhode Island unemployment rate increased 1.3 percentage points to 8.9 percent in December. In Georgia and New Jersey, rates increased about 1 percentage point. During the course of 1993, the national unemployment rate decreased by 0.9 percentage point. Over this same period, jobless rates declined in 37 states and the District of Columbia. Twenty-three states and the District of Columbia had rate decreases of 1 percentage point or more, with the largest drops taking place in Massachusetts (2.3 points) and Indiana and New Hampshire (both 1.8 points). Only 11 states had increases in their jobless rates between December 1992 and December 1993, with the largest increases occurring in South Carolina (1.3 points) and Delaware (1.2 points). Fifteen states had unemployment rates below 5.0 percent in December 1993. The lowest rates were in Nebraska (2.3 percent), Iowa and North Dakota (both 3.6 percent), and Utah (3.7 percent). Only West Virginia (10.3 percent), Rhode Island (8.9 percent), and California (8.7 percent) had rates above 8.5 percent. (See the map.) ----------------------------------------------------------------------- The Unemployment in States news release for January 1994 will be issued on March 2, 1994. - 2 - Planned Changes in State Estimates Beginning with the release of data for January 1994 in March, estimates for state labor force data will be revised. The revision stems from three factors: 1) The results of a major redesign of the Current Population Survey (CPS); 2) the implementation of improved regression models; and 3) the introduction of 1990 census-based population controls, adjusted for the estimated undercount. The CPS redesign will affect both the 11 large states, whose estimates come directly from the CPS, and the remaining 39 states and the District of Columbia, for which estimates are made using regression techniques in which the CPS data are inputs. Based on an intensive period of research and testing, new regression models are being implemented for the 39 nondirect-use states and the District of Columbia. (More information on the regression models is available from the Bureau of Labor Statistics, Division of Local Area Unemployment Statistics, 202-606-6405.) Monthly historical series from 1978 through 1993 will be replaced with reestimated series based on the new models. These series will also be reseasonally adjusted based on recomputed seasonal adjustment factors. The introduction of 1990 census-based population figures, adjusted for the estimated population undercount, affects data for all states from 1990 forward. Beginning with the release on March 30 of February data, the "Unemployment in States" and the "State Employment and Metropolitan Area Unemployment" news releases will once again be combined, and the title will be changed back to "State and Metropolitan Area Employment and Unemployment."
